How to create a forum on the internet for free?

What is the best free internet forum/bulletin board?

I have used Yahoo Groups, but I’ve heard there are better ones.

I would like to start an internet forum/bulletin board for an organization, and would like to use the one that’s the easiest and best interface, and with the most features, and free. One where people could start threads and easily respond to those threads.
