How do connect to the internet through a local network?

I live near a public library and they provide a new public wi-fi network. I have already a pci ethernet card and I have installed it on my computer. My computer says I am connected to the network and the speed is 100mbps, but when I open Internet Explorer, a page connot be displayed appears. Why does this happen? If it matters, I also have a dial-up connection. Even when I disconnect the dial-up, I still can't acess the internet through the network. What should I do?

well your question is a bit confusing. You say its a Wi-Fi network & @ the same time you say you're connecting through a Ethernet port…
Ethernet card (port) is wire base & Wi-Fi is Radio based (wireless), What exactly did you mean??
Well say anyhow you're connected to the network, then find out if the library system uses a proxy server or anthing like that to access the internet… If so you have to manually configure it in the web browser.
in IE ==> tools ==> Internet options ==> connections ==> LAN settings ==> then enter whatever the data is provided…
there is one thing I need to ask. Did you manually gave the IP to your connections. If so you have to manually configure other stuff as DNS IP & proxy information… Or if its automatically given most of the time the DHCP will automatically assign all of them for you… But anyway YOU need to find out about these from the library service…
